Larry Iggulden
Mr. Larry Iggulden
was appointed to the Regional Municipality of Niagara Police
Services Board by the provincial government on April 4, 2007.
Mr. Iggulden previously served on the Police Services Board as
Regional Council's citizen representative from January 2001 to
February 2007.
Mr. Iggulden is a
Chartered Accountant and has over 30 years of financial and public
accounting experience. He is a partner in the firm of Partridge
Iggulden LLP, Chartered Accountants and is currently a member of the
Niagara District Estate Planners and the St. Catharines Downtown
Rotary Club where he has served in the capacity as Director, Club
Treasurer and is currently Past President.
His community and
volunteer experience includes serving as a former member and Chair
of the Board with the St. Catharines Hydro-Electric Commission,
former member of the Board of Directors with the YWCA, Niagara
District Chartered Accountant Association, and a past Chair of the
Business Campaign for the Canadian Cancer Society - Brock Unit.

Douglas Martin
Regional Councillor Doug
Martin began his political career as a Councillor for the
Town of Fort Erie from 1982 to 1994. He was elected Mayor
of Fort Erie in 2006 and is currently serving his fourth
term on Regional Council. Councillor Martin is Chair of
the Region’s Corporate Services Committee, and a member
of the Planning and Public Works Committee and the Niagara
Peninsula Conservation Authority. He has also served as
Chair of the Budget Review Committee, and the Ad Hoc
Committee on Property Assessment and Taxation Reform.
Councillor Martin represents Regional Council on the
Regional Municipality of Niagara Police Services Board and
is Vice-Chair of the Board.
Councillor Martin served as the Director of the Buffalo
and Fort Erie Bridge Authority from 1993 to 1996. At
present, he is the Chair of the Fort Erie Highland
Festival, and Director of the Council on World Affairs
Niagara. Councillor Martin is Past-President of the
Kinsmen Club of Fort Erie and Director of the Greater Fort
Erie Chamber of Commerce.

Bob Bentley
Regional Councillor Bob
Bentley was appointed to serve as a Regional
representative on the Regional Municipality of Niagara
Police Services Board on December 11, 2003, and was
re-appointed by Regional Council on December 14, 2006 for
a four-year term.
Councillor Bob Bentley was first elected as Alderman for
the Town of Grimsby in 1994 and was re-elected in 1997 and
2000. In 1997 and 2000, Councillor Bentley was appointed
to Regional Council to fill the seat vacated by Debbie
Zimmerman, who had been elected as Regional Chair.
Councillor Bentley was first elected as Mayor of the Town
of Grimsby in 2003 and in this capacity serves as a member
of Regional Council. Currently, he is a member of
Corporate Services Committee, Planning and Public Works
Committee, Niagara Peninsula Conservation Authority as
well as Honourary Chair of the Niagara West Community
Hospice.
As Alderman, he served on two Standing Committees, Finance
and the Recreation and Parks Committee. Councillor Bentley
was also elected a member of the Lincoln County Humane
Society, Grimsby Sports Council and of the Board of
Management of the Downtown Improvement Area.
As a Regional Councillor, Councillor Bentley has also
served as Co-Chair of the Joint Committee on Municipal
Services, Co-Chair of the Ad-Hoc Committee of Council on
the Review of Municipal Services, Vice-Chair of the Budget
Review Committee, Vice-Chair of the Corporate and
Financial Services and Audit Committee, member of the
Community Health and Services Committee and the Smoke Free
Public Places and Workplaces By-law Committee.

Bill Smeaton
Regional Councillor Bill Smeaton was first elected to
political office in 1973 as an Alderman for the City of
Niagara Falls. He held this position until he was elected
to Regional Council in 1977. In 1984, following the
resignation of the Mayor of the City of Niagara Falls,
Councillor Smeaton successfully challenged for the
position and served as Mayor until 1991. Since 1992, he
has been a Regional Councillor and has served on a number
of Standing Committees, being Chair of both the Planning
and Development, and Finance Committees as well as former
Chair of the Niagara District Health Council. Currently,
Councillor Smeaton is Chair of the Planning and Public
Works Committee, and is serving his second term as a
Regional appointee to the Regional Municipality of Niagara
Police Services Board.

Mal Woodhouse
A long time resident of the City of Thorold, Mr. Woodhouse is
an active member of the community having participated and served with a number
of boards, agencies and commissions, including former member and Chair of the
Thorold Hydro-Electric Commission, former Board Member of the St. Catharines
General Hospital, former member of the Executive with the Niagara Regional
Development Corporation and Board Member for the Niagara Region Commission on
Government Reform.
Mr. Woodhouse is employed with Niagara College of Applied
Arts and Technology as Director of Facilities Management Services and since
1972, has spent his business career in the Niagara area. He began his political
career as a Councillor for the City of Thorold in 1978 and served as Mayor of
the City from 1994 to 1997.
He has an extensive record of community service, which
includes being selected as Outstanding Young Canadian to represent Thorold,
Welland and St. Catharines at the Constitutional Dinner with Queen Elizabeth II
in 1981. He has volunteered for the Thorold Community Activities Group, Canadian
Heart and Stroke Foundation, Canadian Cancer Society, Red Cross, St. John's
Ambulance, Thorold Ambulance Association, Thorold Volunteer Firefighters, United
Way, Thorold Amateur Athletic Association and the Thorold Girls Softball
Association. He was a member of the Thorold Museum and the Business Improvement
Area and the Thorold Court of Revisions. In addition, Mr. Woodhouse has been a
regular columnist for Niagara Now, The Thorold News, and was also the
producer and host for a community cable show Thorold Talks.
Mr. Woodhouse currently serves as a member of the Canadian
Society of Safety Engineering, Council of Educational Facility Planners
International, the Ontario College Administrative Staff Association, Canadians
for Responsible and Safe Highways, and as an Executive Member of the Ontario
College Directors of Facilities Management.
Mal Woodhouse was born in 1947 and has lived in the City of
Thorold since 1968. He and his wife Judith have 3 children, Terri-Lynn, Krista,
and Nathan.

Todd Shoalts
Mr. Todd Shoalts was appointed as a community representative to the
Regional Municipality of Niagara Police Services Board effective March 1,
2007 to November 30, 2010.
Mr. Shoalts is a Chartered Accountant with more than 20 years of financial
and public accounting experience. He is currently Vice-President and
General Manager of Lester Shoalts Limited, a real estate development,
construction and property management company based in Port Colborne. In
this position, he is involved with all aspects of construction and property
development, including preliminary design, financing and tenant leasing
issues.
Mr. Shoalts has been recognized as a specialist in investigative and forensic
accounting, and also holds an Honours Bachelor of Business Administration
degree.
Mr. Shoalts currently resides in Port Colborne with his wife and three
children. He is an active member of the community having participated and
served with a number of groups, including as a member of the Port Colborne
Physician Recruitment Committee, Board member of the Port Colborne
Economic Development and Tourism Corporation, a volunteer with the
Canadian Cancer Society and ICAO Income Tax Clinics, and coaching
youth basketball.

Stewart
Mr. Vaughn Stewart, a life-long resident of St. Catharines, was appointed to the Regional Municipality of Niagara Police Services Board by the provincial government on December 2, 2009.
Mr. Stewart is a retired educator from the District School Board of Niagara. He has spent his educational career as a teacher, vice-principal and retired as principal for the Lincoln County Board of Education after 31 years of dedicated service.
He has an extensive record of community service and is currently Chair of the St. Catharines Museum Advisory Committee. Mr. Stewart has served on the Board of Directors for the Niagara Olympic Club from 1995 – 2004, and as Chair from 1998 – 2004. In addition, he has previously volunteered as a coach for the Grantham Optimist Softball Program.
Mr. Stewart was born in St. Catharines and has lived in the City of St. Catharines since 1949. He and his wife Sharon have three children – Kate, Megan and Lee.
