Henry
D'Angela
Regional Councillor Henry D’Angela began his political career when he was elected Commissioner for the Thorold Hydro Electric Commission serving from 1997 to 2000. He served as a Councillor for the City of Thorold from 2000 to 2003 and was a member of the Downtown Redevelopment Task Force Committee, Thorold Community Activities Group, Thorold Chamber of Commerce and the Thorold Non-Profit Housing Corporation. He was elected Mayor for the City of Thorold in 2006 and in this capacity served his first term as a Regional Councillor. During his tenure as Mayor, he established the Mayor’s Canada Day Picnic, the Volunteer Recognition Evening and the Mayor’s Youth Advisory Committee. Regional Councillor D’Angela was appointed to the Regional Municipality of Niagara Police Services Board on December 16, 2010. In addition, he currently serves as Vice-Chair of the Niagara Regional Housing Board, Chair of the Region’s Audit Committee, Chair of the Region’s Investment Committee and the Property Tax and Assessment Reform Committee, Co-Chair of the Region’s Corporate Services Committee, Vice-Chair of the Region’s Budget Review Committee-of-the-Whole, Vice-Chair of Niagara Gateway Economic Zone and Centre Implementation Committee, and member of the Public Health and Social Services Committee.
Renowned for his tireless and generous community involvement, Councillor D’Angela volunteers for various community groups. He currently serves as Treasurer of the Welland Canal Foundation, Board Member for the Niagara Sports Commission, and is coach of minor league hockey and baseball teams. Councillor D’Angela holds a degree in Arts with a major in Economics from Wilfrid Laurier University and has operated an accounting firm for 20 years specializing in corporate and personal tax planning. He is a lifelong resident of Thorold and is married to his wife Rina and they have two children, Julie and Kyle.

Todd
Shoalts
Mr. Todd Shoalts was first appointed as a community representative to the Regional Municipality of Niagara Police Services Board on March 1, 2007. He is a Chartered Accountant with more than 25 years of financial and public accounting experience. He is currently Vice-President and General Manager of Lester Shoalts Limited, a real estate development, construction and property management company based in Port Colborne. In this position, he is involved with all aspects of construction and property development, including design and construction management, financing and tenant leasing issues. Mr. Shoalts has been recognized as a specialist in investigative and forensic accounting, and also holds an Honours Bachelor of Business Administration degree.
Mr. Shoalts currently resides in Port Colborne with his wife and three children. He is an active member of the community having participated and served with a number of groups, including as a past member of the Port Colborne Physician Recruitment Committee, Board member of the Port Colborne Economic Development and Tourism Corporation, a volunteer with the Canadian Cancer Society and ICAO Income Tax Clinics, and coaching youth basketball.

Burroughs
Regional
Chair Gary Burroughs was elected Chair of Niagara Regional
Council on December 9, 2010.
As Regional Chair, he is an ex-officio member of
all Committees of Council.
He was appointed to the Regional Municipality of
Niagara Police Services Board by Regional Council
effective December 16, 2010 for a four-year term.
He
is a Fellow of the Institute of Chartered Accountants, a
hotel owner-operator for 30 years, former Lord Mayor of
Niagara-on-the-Lake for a decade and past Chairman of the
Shaw Festival, the Niagara Parks Commission and the
Niagara-on-the-Lake Chamber of Commerce.
Regional
Chair Burroughs has lived in the Town of
Niagara-on-the-Lake for almost 50 years. He and his wife
Sarah have two daughters and three grandchildren.

Kenneth
Gansel
Mr. Kenneth Gansel, is a long-time resident of Niagara-on-the-Lake, was appointed to the Regional Municipality of Niagara Police Services Board by the provincial government on May 30, 2012.
Mr. Gansel is a retired Senior Manager from Justice Technology Services IT Cluster of the Ministry of the Attorney General and the Ministry of Community Safety and Correctional Services. He has extensive experiences spanning 40 years in both the public and private sectors involving information technology systems and infrastructure as well as a background in project management, finance planning and administration, strategic business planning and organizational strategy. He is recognized as a specialist in cryptology and IT Security within Government and headed the IT Security operations for the Office of the Chief Justice of Ontario and for the Ministry of the Attorney General.
He is an active member of the community having participated and served with a number of groups and organizations such as the Niagara-on-the-Lake War of 1812 Bicentennial Committee, where he is Chair of the Events Committee, the Friends of Fort George, the Town of Niagara-on-the-Lake’s Taxation Committee, the Bruce Trail Conservancy, were he was Vice President (1989), (1994-1996) and President (1990-1992) and Niagara Division of the Canadian Railway Historical Association, where he was one of the founding members in 1977 and President in 1982.
He was co-chair of the United Way campaign for the Ministry of Community Safety and Corrections as well as being involved with fundraising for the Sick Kids foundation here in Niagara.
Mr. Gansel holds a Bachelor of Science degree in Computer Science, with a minor in Mathematics and Environmental Science from Brock University and an Executive Management Certificate from Queens University.
He and his wife Karen enjoy time spent with there three children – Sherry, David and James, and four grandchildren. |

Robert
"Bob" Marshall
Mr. Robert (Bob)
Marshall, a life-long resident of the City of St. Catharines, was
appointed to the Regional Municipality of Niagara Police Services
Board by the provincial government on April 4, 2010.
Mr. Marshall is a
Certified Management Accountant who has held senior management
positions in private and public companies serving the electrical
industry since 1980. He has been Chairman of the Board of St.
Catharines Hydro Inc., and its predecessor, St. Catharines Hydro
Commission since 1999. He is treasurer of Hospice Niagara and served
for several years as Chairman of the Grantham Family YMCA.
Until his retirement
in 2005, Mr. Marshall was executive vice-president and general
manager of Blenkhorn & Sawle Ltd., a local manufacturer of
electrical switchgear and controls for the Electrical Utility
Market. Prior to this, he served as general manager of the
Transformer Division of Schneider Canada Ltd., and Divisional
Manager of Hammond Transformers Ltd. He has also served as manager
of accounting for General Signal Appliances Ltd., controller of
Hammond Manufacturing Ltd., Material Manager of Columbus McKinnon
Ltd., and general manager of a local structural steel company.
Under Mr. Marshall’s
guidance, St. Catharines Hydro managed the transition into the
deregulated electricity market and successfully negotiated a merger
with Hamilton Hydro to form Horizon Utilities Ltd. Mr. Marshall has
overseen the development of many new products and innovations in the
electrical industry and has driven export growth to over 30
countries through the various companies he has managed.

Badawey
Mayor
Vance Badawey, who served on the Regional Municipality of
Niagara Police Services Board from 2000 to 2003 as a
Regional representative, and a provincial representative
by the Lieutenant Governor of Ontario from 2005 – 2007,
was re-appointed to the Board by Regional Council
effective December 16, 2010 for a four-year term.
Mayor
Vance Badawey was first elected as a City Councillor for
the City of Port Colborne in 1994.
He served until 1997 when he became Mayor of Port
Colborne and Regional Councillor.
He served as Mayor and Regional Councillor until
2003, when he decided not to seek re-election. He was
re-elected Mayor and Regional Councillor in 2006 and 2010.
As
a Regional Councillor, Mayor Badawey currently serves on
the Regional Corporate Services Committee, Integrated
Community Planning Committee, Public Works Committee,
Regional Development Charges Task Force, Smarter Niagara
Steering Committee, Communications Advisory Panel, Niagara
Gateway Economic Zone and Centre Implementation Committee,
Transportation Strategy Steering Committee, Audit
Committee and Joint Advisory Committee Wainfleet Water and
Wastewater Servicing Projects.
As
Mayor of Port Colborne, he is currently Chair of Port
Colborne Energy, Chair of the Economic and Tourism
Development Corporation, Chair of the Canal Days Marine
Heritage Festival, Chair of the Health Services Task
Force, Chair of Safe Communities Port Colborne and Chair
of the South Niagara Health Care Corporation.
Mayor Badawey is a Director of Port Colborne Fibre,
Port Colborne Hydro, Finance Committee, Health and
Wellness Centre Committee and the Physician Recruitment,
Retainment and Education Committee.
Mayor
Badawey is known for his extended community involvement.
He is active as a member of several sporting and
service organizations.
He is the Honourary Chair of the Jericho House
Capital Campaign and involved with Wellspring Niagara –
Cancer Support Centre, community youth programs and
numerous community events.
He is a 4th degree member of the Knights
of Columbus.

Badawey operates a company specializing in marine services
– food distribution.
He is a lifelong resident of Port Colborne and is
married to his wife Lisa and has two daughters.

Vaughn
Stewart
Mr. Vaughn Stewart, a
life-long resident of St. Catharines, was appointed to the Regional
Municipality of Niagara Police Services Board by the provincial
government on December 2, 2009.
Mr. Stewart is a retired educator from the District School Board of
Niagara. He has spent his educational career as a teacher,
vice-principal and retired as principal for the Lincoln County Board
of Education after 31 years of dedicated service.
He has an extensive record of community service and is currently
Chair of the St. Catharines Museum Advisory Committee. Mr. Stewart
has served on the Board of Directors for the Niagara Olympic Club
from 1995 – 2004, and as Chair from 1998 – 2004. In addition, he
has previously volunteered as a coach for the Grantham Optimist
Softball Program.
Mr. Stewart was born in St. Catharines and has lived in the City of
St. Catharines since 1949. He and his wife Sharon have three
children – Kate, Megan and Lee.
