School Police Emergency Action Response

 
The Niagara Regional Police Service "School Police Emergency Action Response" (SPEAR) project has been a work in progress since the fall of 2007. The concept for this project was inspired by the SPEAR project developed by Peel Regional Police, which was used as a framework on which to build Niagara's.  This application enables first responders to have detailed school specific information of any school in the Niagara Region as any situation develops. Examples of these situations could be chemical spills, school lockdowns and active shooters.

During the fall of 2007, a series of meetings were held that included representation from the NRPS, District School Board of Niagara (DSBN), Niagara Catholic District School Board (NCDSB), the French Public School Board or Conseil scolaire de district du Centre Sud-Quest (CSDCSO), Conseil scolaire de district catholique Centre-Sud (CSDCCS), Brock University, Niagara College and Niagara EMS. All parties involved committed themselves to see this project created knowing the benefit to both themselves and front line responders.

A detailed project plan was created which resulted in the project taking the path of a phased development approach. A team of officers coordinated with the school boards, attending each school in the Niagara Region to obtain exact statistics about the schools including both ground and aerial photos. Schools throughout the Niagara Region were active participants in the project, providing officers with information to be included in the data sheets.  Tactical officers then analyzed the data and created method approach information for the front line responders. Although this was an overwhelming and tedious task, these officers and the Service as a whole are committed to obtaining the best and most accurate information possible.  It is a goal that was achieved in this project thanks to a quality partnership with educators of Niagara.

The data that has been collected has been installed on computers in patrol cars (called Mobile Data Terminals (MDTs)) and the 9-1-1 Communication Centre. The information is easily accessible and is in an easy to read format with very few steps to obtain the information officers need. The information available to the officers is the school profile, emergency contacts, school schematics, emergency resource locations, hazardous area locations, approach routes, perimeter information and tactical data with assembly and evacuation methods. Officers, at a glance, will know where to set up perimeter containment units, command posts and medical triage areas, community interest areas and media areas.
